Public Meetings on Transfer of Development Rights Begin Tonight

Jersey City’s Planning Division has received state Office of Smart Growth grants to conduct a study about how best to implement Transfer of Development Rights (TDR) in the city, and a series of three public meetings on the process begins tonight.

TDR is a planning device used to preserve historic structures while continuing to allow a certain amount of growth in an older urban area. According to Eastern Michigan University’s Urban and Regional Planning Program, TDR programs “allow owners of buildings in zoning districts where more intense development is permitted to sell that development potential to owners of other sites.” TDR concepts implemented in Philadelphia, San Francisco and other cities have been deemed to be successful. The three public meetings are an effort “to obtain feedback to guide the preservation and enhancement of the city’s most critical community resources, as well as to create a vision for the redevelopment projects that they are located within,” according to the city.
