Carl Czaplicki
Carl Czaplicki is the director of Jersey City’s Department of Housing, Economic Development & Commerce. He is a former chief of staff to Mayor Jerramiah Healy, and prior to that, Czaplicki was a teacher at the Hudson County Schools of Technology.
On July 23, 2009, federal investigators announced corruption charges against scores of Jersey City politicians and officials. It was revealed on July 24 that Czaplicki, while not charged, shows up in the criminal complaints as “Official 3.” This person is tenously tied to the charges against consultant Joe Cardwell, and in the complaints tells a purported developer that he doesn’t take bribes, but that he should go through Cardwell instead. Czaplicki has not been charged.
