And <a href="http://www.nytimes.com/2010/11/18/nyregion/18tunnel.html"target="_blank">as the Times points out, the Jersey City resident Steve Lanset had the same idea about five years ago; he even created the website SubwaytoSecaucus.com. Meanwhile, <a href="http://www.northjersey.com/news/111710_NY_tunnel_plan_an_option_with_limits_for_NJ_commuters.html"target="_blank">the Record notes that the proposal would not provide the transfer-free ride into New York that most North Jersey commuters would have gotten with the ARC tunnel project.

It’s the Ides of March — the hour of Caesar’s reckoning. The perfect day to believe there are knives under the togas, to allege plots of political assassination.

Some eight months after his arrest in a bribery sting, this is the date that former Assemblyman/political journeyman Lou Manzo has chosen to confront his assailants. Do not be fooled by their titles or familiar faces, he tells us. For though they are robed in government garb and walk the marble halls of justice, they are conspirators who meet in secret, ready to maim for their selfish advancement.

Shall you trust your poor messenger, who professes himself to be a ghost of the man he once was, the man he might have been? Unlike his murderers’, Manzo’s quarters have no pomp to them. The curia he has called us to — the meetinghouse — is down a few rubber-laminate stairs to an office suite-cum-television studio off Central Ave.

Manzo’s face is cherubic, full of color and purpose as he greets every entrant.* He looks good, happy to be back in the forum, to have people watching him around a bay of microphones, making a righteous case for justice and civic life. Democracy, the Republic, a nation of laws — our inheritance from the free civilizations. There are those in places of power wishing to do away with these ideals, and we don’t even know it.

Manzo will explain it all. Everything he knows (or at least, everything he can share) has been packaged into a heavy two-inch briefing binder. Among its contents are:

newspaper clippings culled since last summer.

portions of the U.S. Code on prosecutorial misconduct.

the Attorney General’s guidelines on the use of confidential informants.

a 2008 House report on the politicization of the Justice Department.

the gubernatorial campaign contributions of key figures in Chris Christie’s U.S. Attorney’s outfit, now employed through the governor’s office in Trenton.

A glossary of terms is provided.

After reading a five-minute statement, Manzo plays a video clip of Christie speaking to a group of Republicans as he campaigned for their party’s nomination last winter. The future governor says that he will win this election and that when he does, he’ll bring his deputy U.S. Attorneys along with him. Once there, he says their jobs will be to ferret out the waste and corruption that they had spent the last eight years prosecuting.

“So I told them, ‘The good news is that when we get to Trenton, we don’t have to worry about ‘beyond a reasonable doubt’ anymore.’”

“I can assure,” Manzo parrots Christie’s line, “ya don’t have to worry about ‘beyond a reasonable doubt’ anymore.” He says it in a way that’s less ‘Et tu?’ and more, ‘Eff you.’

Any questions?

Manzo is asked about the effect this press conference will have on his case. He notes that he might be arrested for obstruction of justice. His lawyer was nervous about it, too, but ultimately gave him the OK. Whatever the question, his answers keep returning to the pillars of his argument.

Manzo alleges that Operation Bid Rig III denied him and the other defendants of their due process of law. It was a plot designed by Christie and his underlings Ralph Marra and Michele Brown to betray the Constitution they had sworn an oath to protect. They would use their offices to grab at their next ones, Manzo alleges, by conspiring to drive a blade through the vote totals in Hudson County — “a strategically important county for Democrats to dominate statewide elections.” And he happens to have a salacious example of the Christie crew’s relentless bid to rig Gov. Jon Corzine’s defeat.

Lou recalls the day of his arrest, being locked into a holding cell with a guy who looked like a corpse — Jesus, it was the political fixer, Jack Shaw. His good friend, and he didn’t even recognize him! Lou shook the poor bastard to make sure he was OK, that he wasn’t in some sort of diabetic shock. Turns out Jack had been picked up the night before, sequestered in a hotel room in Secaucus and given a thorough grilling. Yeah, yeah, he told them some things, but he insisted that no money went to Joe Doria, the ex-Bayonne mayor and member of Corzine’s cabinet.

But look, Lou says: regardless of what Shaw told the Feds, they still raided Doria’s home. Now what does that say?

(Well, for starters, how about, ‘They didn’t entirely trust Jack Shaw?’)

Even if that much can’t be proved, Manzo charges the U.S. Attorneys with denying their guidelines, requiring the recusal of lawyers when there is a conflict of interest or possible loss of impartiality. Furthermore, their corrupt payments injected nearly $200,000 in local elections throughout the state. This is the Federal government infringing upon local elections! Affecting outcomes! Disenfranchising voters!

Arguable, but doesn’t it just show a willingness to accept money disenfranchising voters in instances where it isn’t stamped by the Feds?

His strongest point is that it was the U.S. Attorney’s office that decided to make arrests that July morning before indictments could be handed down, blunting Corzine’s message a week after President Obama made a high profile campaign visit. Then again, they could have made the arrests in, say, October.

Regardless, Manzo is no soothsayer. None of this information is new. He admits as much, pleading with the media to stop ignoring the meat of these conflicts, demanding they dub Christie’s office, ‘The Touchables.’ It’s unlikely this press conference will be the silver bullet, especially when he stands alone at the dais.

So what’s his angle?

Set aside, for the moment, the $27,500 of illegal campaign contributions for which he will stand trial. Bring it up and watch the man’s blood boil. He denies it emphatically, angrily almost. He attempts to wave a sheath of papers, but most of them fall and scatter at his feet. He holds the remaining one up high, defiantly making a point that’s hard to catch. He is, for the moment, obscured by the imagery of what has just occurred: a man, losing his grip, on his papers, on his public image.

He tries to explain why he is taking this stand now. He attempts to put himself off the record for a moment, but he might as well have turned his car down a one-way street. He draws laughter from the room full of microphones, lenses and eyeballs that he invited. The ‘off the record’ gesture might be (and probably is) pretense. It’s hard to believe Manzo doesn’t want this soliloquy played for all to hear.

Let me put it this way — and I don’t want this out there because, again, I don’t want to look like a sympathetic figure. But for all practical purposes, I was beside myself for two months. … But this is completely, absolutely aggravating to, to live a life as I’ve tried and to follow ideals and values that I’ve brought up with to be accused of such a thing — it’s the most heinous thing that could happen. And I’ve accepted it in this way: ya’know, whatever day I — ya’know, the Lord chooses to take me in this life, uhh, he takes me, but on my tombstone, the date of my death will always be July 23rd, 2009, because every future aspiration I ever had, everything I ever wanted to do again, is gone. It’s over — no matter what happens at the end of this process. So, I’ve accepted right now I’m living my purgatory. And I’m looking forward, hopefully, to meet my maker at my just reward. But … but that’s how I classify: it doesn’t matter.

Friends, reporters, Jersey Cityans, lend him your ears; he’s come to bury Lou Manzo … and slyly praise him.

In these words, this press conference is revealed. What it shows is a man, politically dead, scratching at the coffin he’s been placed in. He’s crossing his Shakespeare now, the Ghost of King Hamlet, crying out from beyond the grave, demanding vengeance for his assassins — the U.S. Attorney’s office.

Methinks he doth mourn himself too much. In Jersey City, the dead walk again.

Ever meet Gerry McCann?

*An aside: This was the first time that I was ever in the same room as Lou Manzo, but I have a small history with him. I worked for his opponent when he ran for the state Senate a few years back, and though I didn’t have a direct hand in attacking him (and attack him, we did), I was present throughout. I will also add that when my aunt passed away suddenly last year, Manzo’s insurance company sent her flowers. While completely unrelated, it has stuck with me.

In his inauguration speech, he said “we will have to curb spending in municipal governments where there has been too little control.” With Christie having railed against special municipal aid at every turn of the corner in recent months, it doesn’t take a psychic to see that Jersey City’s days of getting millions each year from the state may be limited. Meanwhile, a group from the Jersey City chapter of Parents and Communities United for Education is heading to the Statehouse in Trenton today to call on Christie to make drastic changes to improve the quality of education in urban districts.
- A 20-year-old Parsippany man fell to his death Monday night from the roof of a building in the Newport area.
- Republicans around the state are hoping to ride Gov. Christie’s coattails into office.

In statewide news:

- The budget news keeps getting worse: The state is telling bond investors it is facing a $1 billion hole in this year’s budget, a shortfall five times bigger than previously disclosed. To try to close the gap, the state plans on cutting funding for schools, municipalities, higher education, hospitals and pension plans to close the gap. And representatives of those groups, most of which have already faced devastating cuts over the past few years, are now wondering: What else can possibly be cut? Gov. Corzine says he’ll have the answer to that question by Christmas.

- Corzine has sent President Obama a letter asking him to declare much of the Shore a disaster area in the wake of the recent nor’easter.

- A recently released federal report accuses the Federal Aviation Administration of endangering public safety by not changing landing procedures at Newark Liberty International Airport.

- Furloughs Set to Begin: Jersey City workers (with the exception of the police and fire departments) have received official notice that they will be forced to take 12 days off without pay, as the city grapples with a crushing budget deficit. The first furlough day will be Dec. 24. The Insider says that the city is “clueless” about the true budget situation, and that the administration should give strong consideration to layoffs. “Every day they delay layoffs, there will be more people without a job,” he writes.

- Speaking of jobs, Jersey City’s unemployment rate continues to climb, hitting 12 percent in September.

- More than 300 people attended St. Peter’s College’s 38th Annual Regents Business Symposium, which had the theme “Restoring Confidence: From Crisis to Recovery” and featured speakers like CBS Evening News reporter Byron Pitts.

Today’s Best Bets:

In statewide news:

- Election reaction: Christie could become the most conservative governor in New Jersey’s modern history, and some hard-line right-wingers see his victory as part of the same Tea Partying, Death Paneling conservative backlash to the Obama administration that has come out of the woodwork in the past half year or so. Yet some conservatives acknowledge that they’re still a little wary of Christie. Meanwhile, organized labor, fearing job cuts and concessions under the Christie administration, look to make nice with the incoming governor. And whether or not the state can move forward in attacking any of its major problems next year seemingly depends on one key thing: Republicans and Democrats working together.

- New Jersey has been hit particularly hard by the recession, in part because it was exhibiting slower growth than other states even during the boom years.

- From the ‘Did You Know?’ Department: Trenton was once the capital of the United States, but only for 54 days in late 1784. New Jersey Monthly has more.

File under shocking: a new Rutgers-Eagleton poll has found that New Jersey residents believe their state government is corrupt.

According to the poll, close to two-thirds of the sample say there is “a lot” of political corruption in New Jersey. A similar poll in 2007 found the same results, but that was a jump from a 2004 poll that found only 45 percent of respondents answered the question the same way.

The poll also found that a majority — 54 percent — of New Jerseyans think their state is more corrupt than other states. This represents a significant increase since 2002, when only 11 percent of respondents thought so. Almost all of the remainder think the level of corruption in New Jersey is the same as elsewhere, with only three percent of respondents saying it’s less corrupt here.

Rutgers professor of political science David Redlawsk, who directed the poll, said that the results reflect “increased cynicism and negativity about government and politics.”

Governor-elect Chris Christie is a former US Attorney for New Jersey with a reputation for collaring slippery politicians, notably former Newark mayor Sharpe James and former state Senate president John Lynch. Christie’s resume, along with an explosive federal corruption sting in July that netted dozens of Jersey pols, made corruption a central issue in this year’s closely contested gubernatorial election. The two major-party candidates used the issue against each other, with Christie saying Gov. Corzine failed to take decisive action against the elected officials caught up in the sting and Corzine releasing a host of negative ads that called Christie’s ethical standards into question.

Here in Jersey City the question of whether officials charged with corruption should be forced to resign has become a hot-button issue. Many, including this news organization, called for city council president Mariano Vega* to resign after he was arrested in July. But only half of the poll respondents agree that merely being accused of a crime should force officeholders from their positions; 42 percent say such officials should be allowed to stay in office until found guilty.

The poll also asked questions about how tolerant New Jerseyans are of corruption and what types of activities are considered corrupt, as well as what groups should be responsible for rooting out corruption in politics. You can see the full text of the poll’s findings here (questions and results tables begin on page 5 of the report).

- In the ‘what went wrong?’ department, the Star-Ledger expands on the theme we noted yesterday: Gov. Corzine’s bid was killed by low turnout in the Democratic strongholds, including Hudson County.

- Two doctors at the Jersey City Medical Center have been named tops in their fields by New Jersey Monthly magazine.

- James Young at Draw & Quarter has a bit of a rant about the PATH, singling out three specific problems that really draw his ire, and offering simple solutions. One we can get behind for sure: recycling bins for the free (and paid, while we’re at it) commuter newspapers that litter the trains when folks leave them behind. It would be nice to get some regular garbage cans in the mix as well.

In statewide news:

- Governor-elect Christie said yesterday that he will move quickly to suspend new regulations on business and find ways to lower crushing property taxes.
- Dick Codey says that Gov. Corzine’s re-election bid was nearly abandoned this summer as White House concerns over the race grew.

Yesterday’s election of Republican Christie as New Jersey’s next governor has put the state’s battle over same-sex marriage on the front-burner of LGBT activists, as they gear up to get a marriage equality bill passed by year’s end.

Christie has said that he favors the state’s current law, which allows civil unions, but that he’d veto a bill legalizing same-sex marriage. Corzine, meanwhile, has pledged to sign such a bill. Last year, the state’s Civil Union Review Commission found that same-sex couples can’t achieve equality under the state’s current civil union law and that New Jersey should allow the couples to marry.

Hudson Diversity Action Council president Walt Boraczek tells JCI that the strategy of the state’s LGBT activists had always been to push for the bill’s passage during the legislature’s lame-duck session (the time period between yesterday’s election and the end of the year), but that Christie’s election makes the effort all the more urgent.

“It’s all hands on deck,” he says. “It’s especially important to get it passed because we have a sitting governor who we know will sign it and a elected governor who we fear will not sign it.”

Boraczek’s group and its allies around the state are working quickly to pass the bill, with 11 emergency planning meetings scheduled for tonight and tomorrow around the state. In Jersey City, Hudson Diversity Action Council, JCLGO and Hudson Pride Connections are hosting a meeting tonight at Temple Beth-El (2419 Kennedy Blvd.) at 7 pm.

“We believe we have the votes to pass the bill” Boraczek says. “We would have had a better shot if the election had gone differently, but i still think we have a good shot.”

As the groups mount a full-on push to convince state legislators that there is “significant support” for the bill, Boraczek will be focused on Jersey City’s representatives in the 31st, 32nd and 33rd Districts. He believes most of them will support marriage equality.

“I think the vast majority are going to be in favor,” he says, adding that “one or two that may require some convincing.”

Specifically, he says he sees “an uphill challenge with Nick Sacco,” who represents the 32nd District as a state Senator. “We hope he can come to see what’s best for his constituency … rather than voting his own personal belief.”

As of midnight, the numbers coming out of the Hudson County Clerk’s office told a striking story of voter apathy: only 111,769 of the county’s 307,442 registered voters had cast ballots in this year’s election. That’s 36.35 percent, the lowest of any county in the state. While there are still ballots to be counted in Hudson and other counties, the lack of turnout here is certainly a disappointment.

Meanwhile, Hudson delivered the largest margin of victory to Gov. Corzine, with the incumbent winning 69 to 26.55 percent over ultimate victor Chris Christie. Essex County, which had the second-lowest turnout of the state’s counties, incidentally, gave the second-largest margin of victory to Corzine. A look at the county-by-county turnout rankings, coupled with which way the county voted, tells one of the many stories of how this race was lost. The urban base did not turn out aggressively enough for Corzine.

Whether the low turnout in Hudson has anything to do with July’s federal corruption busts is not 100 percent clear, but the probe — and the harm it may have inflicted on the political machine — couldn’t have helped.

Here are the numbers from other counties, along with which candidate that county went to. It’s worth noting that many of the Christie counties at the top of the list went to the Republican by a landslide, and Corzine’s highest-turnout victory county (Bergen) just barely gave the governor the win.
