A proposal to sell and redevelop the JCPD headquarters on Erie Street and an adjacent parking lot was held up at last week’s City Council meeting by Ward E councilman Steven Fulop, who argues that the city needs to retain the adjacent site and build a city-owned parking deck there to serve the area’s bars and restaurants — an option city officials say they too are considering.
